Expression of interest – NSW Mine Safety Advisory Council Chairperson

Expressions of interest are sought from suitably qualified people to be considered for appointment as the independent Chairperson of the NSW Mine Safety Advisory Council.

About the Council

The Mine Safety Advisory Council is a tripartite committee established under the Work Health and Safety (Mines and Petroleum Sites) Act 2013 (Act). The Council aims to foster a resources sector with safety as a core value. The Council has the following functions under the Act:

·       to provide advice to the Minister on any policy matter relating to work health and safety in mines

·       any other advisory functions relating to work health and safety in mines that is prescribed by the regulations.

The Council’s membership is made up of high-level stakeholders representing employers and workers within the industry and independent members with relevant expertise.

Role of the Chairperson

The role of the Chairperson is to lead the activities of the Council including by:

·       ensuring that the Council performs its functions, acting within any relevant statutory powers, legal obligations and complying with policies relevant to the Council (including whole-of-government policies)

·       facilitating the conduct of meetings to allow frank and open discussion

·       ensuring individual members make an effective contribution

·       facilitating the flow of information to members and stakeholders

·       reviewing the performance and contribution of members

·       representing the Council at relevant mining industry events.

Remuneration and appointment term

Remuneration of $50,000 per annum applies in accordance with the Public Service Commission’s Boards and Committees Classification Framework.

The appointment is for a term of up to three years. Suitable applicants will be subject to a probity check before appointment.

Selection criteria

Applicants should provide a resume, details of two referees and evidence of how they satisfy the following criteria:

·       demonstrated capacity to lead others, summarise complex information and arguments, and formulate advice and/or make decisions in a professional and effective manner

·       critical thinking, proven judgment, objectivity, impartiality, and the capacity to understand and manage conflicts of interest

·       extensive high-level experience in negotiating with stakeholders

·       extensive experience in leading negotiations between diverse groups

·       ability to gain consensus on acceptable collaborative approaches

·       ability to provide high-level advice to the Minister

·       extensive experience in convening meetings at a senior level

·       ability to act as a high-level advocate for Council initiatives

·       ability to treat sensitive information appropriately and ethically.

It is not essential to have mining industry experience.

The Chairperson must be independent of the NSW Minerals Council, Cement Concrete & Aggregates Australia, Mining and Energy Union and the Australian Workers Union, New South Wales Branch.

Complementary skills, including capacity to pursue reform or improvement opportunities, may also be considered.
